Over the past several months, Goodwill Industries nationally has come under attacks led by organizations that advocate the elimination of Section 14 (c) of the Fair Labor Standards Act. Employers that have been issued a special certificate by the U. S. Department of Labor under Section 14 (c) are permitted to pay employees whose disability significantly impairs their productivity wages that are commensurate with their productivity, even if that happens to be below the federal minimum wage. Approximately 3,400 employers in the United States utilize such a certificate.
There are 165 independent Goodwill agencies in the U.S. and Canada. Member Goodwills are independent, community-based organizations, governed by local boards of directors.
